Borders

As you can guess only a complete photoshop newb would post something like this but this is litterally my first day using photoshop and i'm not asking dumb question before even trying to find the answer myself, but i'm so tired so i was just wondering if any of the pros around here could point me in the right direction.
My current avatar and sig are ones that i have made myself,pretty basic and boring but on the other hand very vibrant and colourful. I really would like to put just a basic border around them to make them stand out more and look better. Is there anyone here who knows of a border tool that i could use to implement different ones? If so post back, thanks in advance.
