Is this achievable through photoshop, or is it just photography?

Blur tool son.

I'm sure there would have to be some trick to how you use it though. I'll play around with the pic and see if I can come up with something, I'm interested as well.

That's what I thought too, but look at the smaller lights, they've expanded proportionately :S
I'd figure it's due to being shot with the camera while it's out of focus

Photography, i tried as well, but when u blur the lights they just get dimmer. :[

u could touch them up but thats cheating. : p

lens blur then adding contrast does the same thing

blur it then duplicate it in color dodge and reduce fill to however much you need. perhaps it will work I dunno. :d

There has to be a filter.

photoshop or if you wanna do it manually...

increase exposure time (slow shutter speed - use tripod for best results), compensate by setting a slightly high f-stop (or invert both settings). and messing around with the zoom ring and that dioptric adjustment knob (ring next to viewfinder) should be self-explanatory.

use curves to increase contrast...
ctrl-click then use as depth map?!!!

lol, its mostly just out of focus. Decreasing the shutter speed from 1/30sec to maybe 1/20sec would make sense assuming they were shot at the same aperture and iso. If you wanted, take an out of focus picture and then use PS to play with the colors. That would be a hell of a lot easier than playing with the shutter speed.

well yes it is but I guess it's just a matter of how blurred you want it to be. but results are always better if you do it manually and do a little bit of retouching later on.
