what are some editing programs that are like photoshop but free or really cheap? i wanna start doing some stuff like sigs or random cool stuff.

Paint.net is a free program, and with plug-ins can be very good, close to photoshop. There is also GIMP, another free program very good for editing pics, also close to photoshop. Though I heard GIMP is hard for starters because of it's interface, but don't ask me.

what are plug-ins like umm what do they do basically
and where can i get em? just looking them up on google or stuff.

You answered yourself there.. And if you choos paint.net, go to their official forums for the plug-ins.

I started on GIMP, it's actually not that complicated. Google it, they have a site with all the different GIMP downloads. There's also a bunch of downloads for resources around the net also, just google them.
