I mostly learn effects, and then assembly the sig from what I've learned.
Some good sites I picked up was:
http://www.pslover.com (the very first one, it kindoff sux)
http://www.pixel2life.com

Then you can always surf around devianart, there's always something useful there

That is probably the best route. Reading tutorials on the different tools of Ps rather then full sig tuts. Mainly because full sig tuts revolve around the same tools and you don't get to learn/ experience all the things Photoshop can do and trust me there is a shit load of things Ps can do for you that just making sigs and reading sig tuts will not teach you.

Thats a really bad site for tutorials unless you buy tutorials.
All the awesome tutorials are for sale unfortunately. Luckily they are really cheap.
