not bad but not too great, I like your previous ones better..
the fact I know that character and were shes from makes it a lot better tho, so I'll give it a 7/10

I usually spend an hour or so on a sig.

Backrounds low quality and text is not the best but other than that it looks good. You might want to blend the render some more.

Well, thats the problem. Ten minutes is not good enough. Try to spend more time with your sigs as you correct mistakes, add col effects, etc.

Right now, my eyes are looking all over the place. You should have one strong focal point and that should be the anime girl there. You could place that to the center without having too much distraction anywhere else.

Before you start doing sigs on your own, I strongly recommend looking at some tutorials.
