I think the render's cool. The text kills it a bit though, need to be improved.

The feel right now is fireflies or dust opposed to water. In fact, if I didn't read the title, I would never have know what to look for in terms of water effects. The 'bubbles' at the lower left corner look fine, but everything else is worthless. In terms of effects they did their job, in terms of doing effects that resemble water, they failed miserably and then some.

Someone mentioned text, your in to out flow is disrupted by a random wavy text that goes nowhere. The font and colors are fine, but you can't have text not fit in with the piece as a whole.

Your color choice was a pinkish red, yet your 'water' is greenish. Although that works to a certain extent, you may want to choose even more colder colors, leaning heavier towards the purples. Not only will it reinforce the underwater feel it also fits in better with the other colors.

The light has an uneven distribution, of course that would be alright had I known I was looking at water. However, the lights at the top do not resemble anything, and is much too strong. If you want a light for the surface of the water, relative to your focal (i.e. the huge flare in the middle) it should be substantially darker.

The three dimensional feel is interrupted by the unwarpped lines and mostly your text. The in to out feel should be reflected to a greater degree than what you have now if on your red lines going to the render, or coming out.

Besides that, there is only relative shadowing, slight misdirection of light, and other minor things that do not apply to this picture as much as the points I mentioned.

ok this wasnt toally done by me, i used a stock of a scuba diver from below, thast where teh water came from, b4 i did some adjustments in color,

also there seemed to be stars in the picture which kinda exploded when i added effects lool, i actually had to get rid of alot of them,

but ya thats where the water comes from, the fact that i started with water
