Animated sig idea

I had an Idea for an animated sig today but with my poor animation knowledge, it would be hard for me to accomplish it. I was hoping someone might want to help or try the idea out -

so here it is

I was thinking about creating an animated sig, such as the one I'm using right now (however a little more artistic like the one i submitted for that weekly competition thingy), but the buffs and wind effect show up

anyone think they could help me pull it off?
