stand up,
turn around 3 times really fast,
sit back down.

Temporary smudging, ala dizziness. :D

I cant think of anything beyond what has already been suggested, except that perhaps your layer is locked.

Press and hold on what you think is the smudge tool, wait till a small dialog pops up click the and the the finger sticking out..
