What naked balance are you aiming for?

In my opinion, chains are kind of useless in PVP because all they do is give your opponent time to heal. Same thing with glavies. I haven't lost to a glavie around my level that has used chains to fight me, and I've only got 4.2k HP.

In a way, yes. Attack Rating keeps the damage stable so it wont keep bouncing from like 4k-8k. It helps damage get to the "higher side," so in your example it would be closer to 8k on average if you had a higher AR. The change is more noticeable on nukes than anything else, in my opinion.
