question about % balance(help required)

hi guys i very new to the game and wants to follow the hybrid 8:1 for int...but having trouble understanding it...is 8:1 meaning 8 stats on int, 1 stat in str OR 8 lvls in int, 1 lvl in str? :? please help reply thanks guys ^^
