Seems you would need at least rudimentary force or weapon skills to get the sp needed to level force to a useable level.

I answered my own queston, BlackHand Athens now owns a level 64 +7 SOS spear, a+5 SOS spear , a +5 SOS Blade, a +5 SOS Shield and a SOS bow All level 64. All of these were either Drops or traded for other 64 SOS drops.
