I logged in for about 20 minutes yesterday and experienced no lag. I ran around in Hotan and visited some npcs without incident. I didn't, however, engage in any combat.

I very seriously doubt it. The server cap isn't due to them cutting it off for giggles. It is probably the max amount their hardware or host will allow. Servers take money to run. It did pop up for a few hours, yesterday, though. A tear almost came to my eye. Then, despair set in when it went down a few hours later. A few hours is a blessing after 2 months, though.

As I stated in another post, I have heard of 1 hour + login times for ECSRO Public. That is only what friends are saying, though.

There's no way for the average user to determine that. You would need to ask the ECSRO staff when they expect to have Fembria back up and running. That will likely have the largest impact on ECSRO Public traffic declining.
