You will need to max both anyways, ascension for lightning and heaven for the thousand army chain. Yes just 1x rates, and I think cap is 90 or 100, I am not sure, I do not play there atm. Its just an official version like iSRO, cSRO etc, so skills and cap are at the same level. Any private server with normal rates is useless now that RSRO is actively banning ALL bots (also silk buyers etc.) so RSRO is now a bot-free server with normal rates, and it will never be closed by Joymax and a lawsuit
