ok thx hat helped alot but i still have a question when do i raise more skills what level?

ok im lvl nine and have 420 sp and think i am ready to move onto 10 and add my skill my question is do i add 5 to ice 1 to bow mastery? And also when do i add more points to my mastery after that?
