IMO a cleric is more important than Warlock or Wizard. Much damage is useless if you die constantly or have to be careful not running into more than maybe 2 monsters. For LVL <20 maybe even 2 Clerics could be useful because Mass Heal cannot be skilled until LVL 20 so one Cleric might be overstrained...

Definitely fire. Ice can freeze, yes, but especially high lvl players often have full ice reduction on their accessories which renders freezing quite useless.
