pls post me a guide/tutorial on editing only cold lvl 28 buff in last cold buff/and fire lvl 17 uff in last fire buff

I am new on these forums and hope to get some help.
I'd like to get a tutorial on modding cold and fire buffs please. particularily, book 2 ice guard into book 4 ice guard and book 1 fire protection into book3 fire protection.
